Brian O’Malley, P.E., Project Manager

Brian O’Malley brings nearly twenty years of experience in Project Management to his role of Project Manager for VR Management Group Ltd. He will orchestrate and lead VR Management Group’s project delivery effort in the areas of planning, organizing, staffing, facilitating work, monitoring progress, and concluding the project. His added expertise in project development, construction management, contract administration, and quality assurance ensure that VR Management Group will have a seasoned and effective leader overseeing all aspects of its operations.

In the 1990s, as a professional Civil Engineer, Brian managed major Civil and Mine Construction projects in his native Australia, as well as in Malaysia and Hong Kong. Mr. O’Malley’s most recent experience, as Senior State Technical Advisor and Public Assistance Coordinator in connection with securing Federal funding for disaster-affected communities and parishes, augments his strong background in project management.

Such project management experience enhanced Mr. O’Malley’s success in increasing revenues for disaster-affected agencies, ensuring compliance with all key protocols, procedures, and policies set forth by the U.S. Government through FEMA. In his role as Senior State Technical Advisor for the State of Louisiana, Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) for the Hurricanes Katrina and Rita, Brian
successfully secured over $310 million for the rebuilding of facilities that were destroyed or damaged. His efforts included Tulane University’s claim for reimbursement for eligible costs associated with Hurricane Katrina., which caused approximately $200 million in damage at the school’s uptown and downtown campuses. Mr. O’Malley’s commitment, energy, and effectiveness led the University to request that he be assigned to assist Tulane as its Public Assistance Coordinator. Brian also assisted other Louisiana public entities in coordinating and submitting their FEMA claims for reimbursement. Other clients included the Orleans Parish School Board and New Orleans Recovery School District; the St. Bernard Parish Government, Port Authority, School Board, and Sheriff’s Department; and the Plaquemines Parish Government and Sheriff’s Department.

Prior to his work in Louisiana, Mr. O’Malley was a Public Assistance Coordinator in Orlando, Florida, for Hurricanes Charley, Francis, Jeanne and Ivan, securing multi-millions in Federal funding for State agencies. He helped to create and implement a database to track hundreds of Project Worksheets for Florida’s State agencies. Prior to his work in Florida, Brian assisted in the disaster recovery in Prestonsburg, Kentucky, after a devastating flood on Memorial Day, 2004. Mr. O’Malley’s efforts there resulted in securing funding for the construction of a floodwall to encompass the town’s Central Business District as a mitigation measure against damage from future event.
